Internal Complaints Committee


The Internal Complaint Committee (ICC) has been constituted in Mercy College as per the UGC Prevention, Prohibition, and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions Regulations, 2015. The ICC has a zero-tolerance policy towards sexual harassment, and works to establish a campus free from discrimination, harassment, or sexual assault at all levels, in accordance with the UGC statutes regarding measures for ensuring the safety of women and programs for gender sensitization on campus. By encouraging gender amity amongst students and staff, the group hopes to stop sexual harassment at the workplace, as well as discrimination and sexual harassment against girls. The ICC conducts regular programs on women's empowerment, and aims at creating a welcoming and supportive environment for women. Any stakeholder who has experienced harassment at work is welcome to contact ICC.

The college has a Family Counselling Center that operates under the Social Service League of the college. Three qualified and experienced counsellors are available at the Counselling Center. The counsellors coordinate with the team's psychiatrists, psychologists, attorneys, and police officers. With assistance from the Kerala State Social Welfare Board, Thiruvananthapuram, a Service Providing Center also operates under the Social Service League. An experienced advocate serves as the legal advisor. The panel consists of ward councillors, police officials, lawyers, district protection officers, and probation officers. To handle complaints, the Internal Complaints Committee can approach the Family Counselling Center and the Service Providing Center. Sessions on women's legal rights, sexual harassment at work, and grievance redressal on sexual harassment are conducted by the legal counselor, for both students and their parents.

The committee's responsibilities are:

To enforce the laws pertaining to sexual harassment prevention.
To try to address the grievance of the complainant.
To suggest that the employer take certain activities.

The Internal Complaint Committee is adhered to the following standards:

  • Assess the impact of sexual harassment on women
  • Because it can be challenging for women to discuss anything sexual, there may be a significant delay between the harassment and the actual report
  • The matter must be addressed discreetly
  • As soon as the complaint is filed, a meeting will be suggested
  • Students and staff are free to file a complaint with any member of the committee
  • Within the allotted time frame, as determined by the Committee, the complainant will file her complaint in writing with complete and pertinent facts.
  • In its proceedings, the committee will adhere to Natural Justice Principles
  • Written statements from both sides will be provided by the committee
  • Each party will have an equal chance to make their case
  • Self-verified pertinent papers pertaining to the case may be presented by both parties
  • Members of the committee will properly sign the meeting minutes
  • The committee will strive to conclude the entire proceedings within 15 days from the date of filing the complaint
  • The committee will give the report to the principal together with all supporting documentation
  • If convicted, in the interest of justice, there will allow for the required actions to be taken, such as restricting promotions, taking disciplinary action, etc.
  • If the aggrieved woman is unable to file the complaint due to physical or mental incapacity, or in the event of her death, a legal heir or a person prescribed under the Act can submit the complaint on her behalf.
