Kaval Plus

KAVAL PLUS

The Kaval Plus Project is a child-centred intervention programme implemented under the Kerala State Women and Child Development Department. The project aims to protect, support, and rehabilitate children in need of care and protection (CNCP) and children in conflict with the law (CCL), while giving special attention to Child Sexual Abuse (CSA) cases. Social Service League-NGO started Kaval Plus in 2021 as a project to provide “protection and care” to sexually abused children, especially the rescue/relief, protection, counselling/ rehabilitation, and social upliftment of abused or vulnerable children (and their families).

The Kaval Plus project functions through a small but efficient team consisting of a dedicated “programme coordinator & two case workers” (one for CNCP and one for CSA) as part of SSL’s institutional setup.

1. CNCP Cases (Children in Need of Care and Protection)

CNCP cases include children who are vulnerable and require immediate support, safety, and rehabilitation. Under Kaval Plus, the following categories are often addressed:

  • Children who are abandoned, orphaned, or lost
  • Children from high-risk families (violence, substance abuse, mental illness, extreme poverty)
  • Children facing neglect, domestic violence, or emotional abuse
  • Children who are school dropouts or at risk of dropping out
  • Children involved in child labour
  • Children exposed to substance abuse or high-risk behaviour
  • Children with special needs without proper care
  • Children living in unsafe environments


Interventions:

Home visits, psycho-social support, counselling, educational support, linkage with welfare schemes, family strengthening, follow-up, and community-based rehabilitation.

2. CSA Cases (Child Sexual Abuse)

These are sensitive cases where children experience any form of sexual abuse, exploitation, or harassment. Kaval Plus works closely with Childline, Police, DCPU, and Juvenile Justice Boards to ensure safety and recovery.

Common CSA situations include:

  • Abuse by known persons (relatives, neighbours, teachers, peers)b
  • Abuse within institutional settings
  • Online sexual exploitation
  • Grooming and coercion
  • Sextortion/cyber abuse


Kaval Plus focuses particularly on:

  • Overall supervision of project activities
  • Case allocation and monitoring
  • Coordination with CWC, DCPU, JJB, Police, Childline, and other agencies
  • Conducting review meetings and preparing reports
  • Ensuring timely intervention for CNCP and CSA cases
  • Planning awareness programmes and community outreach
  • Maintaining documentation and liaising with the NGOs
  • Handles field visits and case follow-ups
  • Identifies CNCP/CSA children through outreach
  • Provides psycho-social support and reports progress
  • Maintains individual case files and care plans
  • Supports reintegration and rehabilitation activities
  • Conducts counselling sessions and risk assessments
  • Provides academic, family, and behavioural support
  • Coordinates with schools, families, and local networks
  • Assists in emergency interventions and legal/medical procedures
  • Prepares documentation and follow-up summaries


The project coordinates with child welfare mechanisms through the district child protection office and the child welfare committee.
